A key issue for planners is the impact of a proposal (and often the cumulative impact of a number of projects) weighed against the benefits of projects, particularly in terms of reduced emissions and energy costs. Planners need to see that projects have been thought through, particularly around sizing. They are much more sympathetic, for example, to wind turbine proposals sized to meet the needs of a site, than they are to industrial scale projects designed to export all their power.
