Meeting the Challenge of Carbon Reduction
Managers in the public sector are right to be concerned about the risks of higher energy prices. Meeting the challenges of the Carbon Reduction Commitment is daunting and Display Energy Certificates make progress (or lack of it!) visible. Beyond this, several sectors are now committed to achieving the target set out in the Climate Change Act, namely a 34% reduction in emissions by 2020, compared to a 1990 baseline. This includes the Universities (through HEFCE, the Higher Education Funding Council for England), and the NHS. This has a profound effect for the management of the existing estate as well as the procurement of new buildings and services. The strategy for other sectors is still evolving.

Targets for New Buildings
Procurement of new buildings also now includes tough targets. For example, the Building Schools for the Future programme has stringent carbon emissions targets for providers of new schools. Susenco is working with Carillion, one of the major providers of schools under BSF to review it’s strategy and ensure it meets the agreed carbon targets not only in design, but over the lifetime of its 25 year contracts to manage schools. Such procurement and management standards in BSF could roll out to the rest of the public sector and the private sector. From 2018, it is expected that all new public sector build must achieve zero net carbon emissions in design, though the details of this are still under development.

We can do the simple things like providing Display Energy Certificates (DECs), or we can offer more strategic services such as reviewing your property portfolio and identify and prioritise opportunities to reduce energy and carbon emissions, as we are doing with Carillion. We can undertake feasibility studies for major new energy projects.
